The Urban Redevelopment Authority gazetted the area on 25 October 1991. It covers the buildings lining Mohamed Sultan Road from River Valley Road to Kim Yam Road, plus parts of Kim Yam Road and Tong Watt Road. URA describes them as mainly three-storey shophouses in the Late and Transitional styles.
