District 12 — Toa Payoh, Balestier, Serangoon

District 12 runs from Balestier through Toa Payoh to the lower Serangoon Road — 167 developments, mostly residential, mixed with a working belt of light-industrial and business-park strata around Braddell and Kallang.

Balestier's two halves

Balestier Road is the spine of this district and it carries two kinds of building on the same stretch. On one side are the residential blocks, from 1980s walk-ups like Boon Teck Apartments and Ampas Apartment to recent towers such as Gem Residences, Cradels and De Royale. On the other are the strata commercial and light-industrial developments — Balestier Plaza, CT Hub and CT Hub 2, Braddell Tech, the Golden Wall flatted factory — where the units are offices, showrooms and workshops.

The Kallang River edge adds a third group: Eight Riversuites and the Bendemeer and Whampoa developments that came with the area's redevelopment. Toa Payoh itself is mostly public housing, which is not strata-titled and so does not appear in a directory of management corporations — the D12 listings around Toa Payoh are the private estates and the schools.

Managing a mixed-use strata block

Several of the buildings here are genuinely mixed — shops at street level, offices above, sometimes apartments higher still — and that is the hardest kind of management corporation to run. Different uses want different things from the same building: service lift hours, refuse collection timing, air-conditioning charges and security access are all contested. Where a building is mixed, this directory says so rather than filing it under a single use.

Chambers Property Management Services, Landsfield Property Management and Savills hold the largest shares of a district otherwise split across dozens of firms.
