District 17 — Changi, Loyang, Flora Drive

District 17 is the only district in this directory that is almost purely residential — 46 developments around Changi, Loyang and Flora Drive, nearly every one of them a condominium or a landed strata estate.

A district with one job

D17 has no central business area, no industrial estate of any size and very little retail. Almost everything listed here is somewhere to live. The Flora Drive and Flora Road cluster alone carries a dozen developments — Ferraria Park, Palm Isles, The Jovell, The Inflora, Parc Olympia, Hedges Park — built within a few years of one another on adjacent plots.

Loyang adds the older layer: Loyang Valley, Ballota Park, Azalea Park, Estella Gardens and Carissa Park, most of them from the late 1980s and 1990s, several of them low-rise with large land areas.

Distance is the management issue here

D17 is the furthest developed corner of the island from the city, and that shows up in how its estates are run. Contractors charge more to come out; agents visit less often; and a resident manager on site is more common in the larger estates than a part-time visiting officer. It also means the office number on the listing is usually a real one that is answered — for a district this far out, an agent's city office is not a practical substitute.

Who manages them

Savills, Absolut Properties and Newman SRE hold the largest shares of D17. Most listings here carry a management office telephone number. Each also carries its MCST number where the register publishes one, which is the identifier to quote when several Flora Drive developments have similar names.
