District 19 is the third-largest in this directory — 326 developments across Hougang, Serangoon Gardens, Kovan, Sengkang and Punggol, and the district that has grown fastest over the last twenty years.

Four decades of building in one district

D19 stretches from the old Serangoon Gardens estate to Punggol waterfront, and the listings track that journey. The oldest are the landed strata estates and small walk-ups around Serangoon Gardens, Kovan and Upper Serangoon Road, many known by street address — the Flower Road, Richards Avenue and Lew Lian addresses below are of that type. D19 carries more landed strata estates than almost any other district: rows of terrace or semi-detached houses under a single management corporation, with shared roads, drainage and a security gate.

The middle layer is 2000s Hougang and Sengkang — A Treasure Trove, Austville Residences, Boathouse Residences, Bellewaters — and the newest is the Bartley and Serangoon corridor: Bartley Residences, Botanique at Bartley, Affinity at Serangoon.

Who manages them

Ocean IFM holds the largest single share of D19 — more buildings here than any firm holds in most districts — with Knight Frank and Smart Property Management behind it. Beyond those three the district is split across a wide field.

Landed strata is its own thing

If your home is in a landed strata estate, the management corporation owns the internal roads, the drains, the gate and the perimeter, and the by-laws often govern external alterations to the houses themselves. Disputes here are usually about what counts as common property and what is yours — and the answer is in the strata title plan held by the management corporation, not in the sale and purchase agreement.
