District 4 — Harbourfront, Telok Blangah, Sentosa

District 4 is almost entirely residential — 34 developments running from Telok Blangah and Mount Faber down through Keppel Bay and across to Sentosa Cove, including several with private berths.

The waterfront district

D04 has the smallest building count of any central district and the most distinctive character. Nearly every listing is residential, and a large share of them are waterfront: Reflections at Keppel Bay, Caribbean at Keppel Bay and Corals at Keppel Bay on the marina, and across the causeway the Sentosa Cove estates — The Oceanfront, Cape Royale, Turquoise — several of which include boat berths as part of the strata plan.

Inland, the district climbs Mount Faber and Telok Blangah Hill: The Interlace, Skyline Residences and the smaller Teresa Ville and Mount Faber blocks. The Interlace is worth noting on its own — thirty-one stacked apartment blocks with an unusually large common area, which is a management problem of a different order from a twelve-unit walk-up.

What makes management here different

Waterfront common property is expensive to maintain: marina frontage, seawalls, salt-laden air on facades and lifts, and in the Sentosa Cove estates the berths themselves. Sinking-fund contributions here are among the highest in Singapore for that reason, and the management offices tend to be fully staffed and on site. Savills and Edmund Tie & Company hold the largest shares of the district.

Getting in touch, and getting in

Sentosa Cove is behind a controlled entrance and most estates there operate an appointment-based visitor policy, so calling the management office before travelling matters more here than in most districts.
