It is older than most of the small apartment blocks around it, which date from the 2010s. No communal facilities are recorded. The building is still standing and in residential use.
Interesting facts
The block was finished a year after the North East Line opened on 20 June 2003. NLB records that construction of the line between 1996 and 2002 forced at least one long-running Race Course Road restaurant to close temporarily.
The name recalls the old Serangoon Road racecourse, which operated nearby from the 1840s until racing moved to Bukit Timah in 1933.
The racecourse ground also has a place in aviation history. Heritage group My Community records that Singapore's first aircraft flight took off from it in 1911.
The same ground was used for golf and polo as well as racing, and later became known as a home of local football.

Little India MRT (North East and Downtown Lines) is about five minutes' walk to the south, and Farrer Park MRT (North East Line) a similar distance to the north. Tekka Centre is the nearest large hawker centre and wet market. The shophouse streets of the Little India conservation area are just across Serangoon Road. Farrer Park Primary School is the nearest primary school. The former Farrer Park field, north of the block, is being redeveloped for public housing and sports facilities.
