It was developed by Oxley Blossom Pte Ltd, part of listed developer Oxley Holdings, and holds 38 units of shops and offices. The land is held as an estate in perpetuity, which is equivalent to freehold. The site is small, at roughly 4,500 sq ft, so the tower is slender with only a couple of units per floor.

Oxley describes the offices as averaging about 1,180 sq ft, each with a high ceiling, direct lift access and its own restroom. Parking is handled by a mechanised car park. Robinson Road stands on land reclaimed from Telok Ayer Bay in 1879, and is named after a Governor of the Straits Settlements who served from 1877 to 1879. This fact relates to the street rather than the building.
