Kopar at Newton is a 99-year leasehold condominium of 378 homes at 4, 6 and 8 Makeway Avenue, near Bukit Timah Road. It is registered as MCST 4890.
The land sale
The site was sold by URA through a government land tender. In January 2019, Chip Eng Seng announced that its subsidiary CELH Development had been awarded the 99-year residential parcel at Kampong Java Road, bounded by Bukit Timah Road, Makeway Avenue and Kampong Java Road, for S$418.38 million. The land area was about 11,643 sq m (SGX announcement, January 2019). EdgeProp reported seven bids, with the next highest close behind (EdgeProp, January 2019).
Design
EdgeProp reported in 2020 that the development has 378 homes in two 23-storey towers designed by ADDP Architects, fewer and larger homes than the site allowed. The developer said the name comes from the element copper, which also shaped the colours and detailing of the design (EdgeProp, October 2020). A later report noted that mature rain trees along Bukit Timah Road were kept, with landscape design by Tinderbox Landscape Studio (EdgeProp, November 2024). These describe the original design intent.
