About Oxley @ Raffles & Change Alley Mall

Oxley @ Raffles is the strata name of the office tower at 30 Raffles Place, Singapore 048622, in postal District 1. Change Alley Mall is its retail podium. The building was completed in 1993 as Caltex House and was later known as Chevron House. It is often marketed today simply as 30 Raffles Place. The tower is about 152 m tall with 32 storeys above ground and three basement levels. It was designed by Murphy/Jahn with local firm Architects 61, and sits on a 99-year lease from December 1989.

Offices fill the upper floors, while the podium holds shops, food outlets and larger banking-hall style floors. A major refurbishment finished in January 2020. It enlarged the podium floors and rebuilt the mall. The basement connects directly to Raffles Place MRT.

Interesting facts

  • The site was once part of the original Change Alley, a crowded lane of money changers and small traders that linked Raffles Place to Collyer Quay. The alley took its name around 1890 and closed in April 1989.

  • A Goldman Sachs-linked fund bought the tower for $730 million in 2007. CapitaLand, NTUC Income and a property fund were the sellers.

  • Oxley Holdings acquired the building for $660 million in December 2017 and agreed in April 2019 to sell it to US fund manager AEW for $1.025 billion.

  • The design is known for its glass rotunda and tall entrance portico facing Raffles Place.

Raffles Place MRT (East-West and North-South lines) is under a minute away through the basement link. Downtown and Telok Ayer stations on the Downtown Line are about 6 to 8 minutes on foot. Neighbours include One Raffles Place, 16 Collyer Quay, Republic Plaza and The Arcade. Market Street Hawker Centre at CapitaSpring and Lau Pa Sat are both within a short walk. Clifford Pier, the Fullerton Hotel, Merlion Park and the Singapore River are about 5 minutes away.
