Homes and shops at Upper Changi Road North

Parc Komo and Komo Shoppes form a combined residential and retail development at Upper Changi Road North and Jalan Mariam. Parc Komo is the condominium component, while Komo Shoppes provides shops and services for residents and the surrounding community. The two names describe different parts of the same scheme, an important distinction when arranging a viewing, delivery or visit.

The legal developer named in the official project information is CEL Real Estate Development Pte. Ltd. The developer describes the tenure as Estate in Perpetuity, while Chip Eng Seng's corporate disclosure describes the underlying site as freehold.

From Changi Garden to Parc Komo

The site was previously occupied by Changi Garden. Chip Eng Seng's Offer Information Statement records a successful collective-sale tender in October 2017, followed by completion of the acquisition in June 2018. It describes the replacement scheme as a low-rise condominium with 276 residential units and 28 commercial units, with residential sales launched under the Parc Komo name in May 2019.

This is a predecessor relationship rather than a separate phase of the current estate. Older references to Changi Garden therefore need to be distinguished from present-day Parc Komo or Komo Shoppes addresses and management arrangements.

Residential layout and shared spaces

The developer presents a range of one- to five-bedroom apartments. Its design theme draws on the Japanese term komorebi, referring to sunlight passing through leaves. Gardens, water features and outdoor gathering areas are prominent in the published scheme, giving the residential setting a landscape emphasis.

The official facilities schedule spreads recreation areas across the first, second and third storeys. It includes a 50-metre lap pool, children's play and pool areas, a gymnasium, Komo Club, a barbecue pavilion, and working and reading pods. These documented provisions are useful starting points for a visit; current access, booking rules and maintenance closures should be checked with management.

Accessibility deserves a specific check. The developer's plan identifies the Midnight Garden and Peacock Garden as accessible by staircase only. A prospective resident using a wheelchair or pushchair should inspect the actual route to the selected apartment and the facilities they expect to use, rather than assuming every garden has step-free access.

How the retail component fits daily life

Komo Shoppes' official website identifies operating grocery, dining and education businesses. This supports everyday shopping and services within the development without requiring a long list of tenants, which can change. Check the current directory and individual opening hours when planning a particular errand.

The published site plan distinguishes the Parc Komo arrival point from a Komo Shoppes drop-off in the basement. Confirm which entrance serves your destination. Retail opening hours and visitor access should not be treated as permission to use residential facilities.

Changi surroundings and transport

The wider Changi area offers coastal recreation beyond the development itself. NParks identifies Changi Beach Park, along Nicoll Drive and Changi Coast Road, as one of Singapore's oldest coastal parks and part of the Eastern Coastal Loop and Round Island Route. It is an option for a separate outing, not evidence of a beach view or a particular walking distance from Parc Komo.

Future rail infrastructure should be kept separate from today's travel arrangements. LTA identifies Loyang as a Cross Island Line Phase 1 station, and its current project update targets completion of that phase in 2030. It is not an operating station at the time of this article's September 2026 review. Check current bus connections and the route to the correct entrance before travelling.

Before viewing, renting or buying

Confirm the residential block and unit address, parking entitlement, visitor procedure and delivery access. During a viewing, assess the particular unit's daylight, ventilation, privacy and sound at different times of day. The presence of shops does not establish the conditions inside every apartment.

The developer's website still displays expected possession and legal-completion dates. These are not an independently verified actual TOP date, so no completion year is assigned here. Obtain current statutory records and the relevant unit documents when that distinction matters to a transaction.
