Kampongs, farms and reclaimed land

“Poongul” appears on a map of the 1820s, and NLB’s writers give several stories for the name, most built on the Malay punggur, dead wood. Kampong Punggol was mostly Malay and lived by fishing from Punggol jetty; Chinese settlers kept poultry and pigs and planted rubber, and the area was known for seafood restaurants and boating. From the 1970s the government scaled the farms down, and after a 1983 announcement of land reclamation, the villagers of Kampong Wak Sumang were asked to leave by 1986.

Punggol 21, unveiled in 1996, began construction in 1998 on land reclaimed between 1997 and 2001, then stalled after the Asian financial crisis. Punggol 21 Plus was announced on 19 August 2007, and Punggol Waterway, begun in April 2009, opened on 23 October 2011.

What the planning area covers

URA’s seven subzones are Coney Island, Matilda, Northshore, Punggol Canal, Punggol Field, Punggol Town Centre and Waterway East. Waterway Point is in the town centre; Punggol Coast Mall and Punggol Digital District are in Northshore.

Recent developments

No private housing site in Punggol has been sold or launched since 2022. The only government sale site is commercial — Punggol Walk, on URA’s Reserve List since May 2023 — so the newest homes in the list are the most recently completed, led by Piermont Grand, Watertown and The Terrace.

Getting around

Punggol on the North East Line is the hub, and the line was extended to Punggol Coast on 10 December 2024. The Punggol LRT’s two loops serve stations such as Cove, Meridian, Coral Edge, Riviera, Kadaloor, Oasis, Damai, Sam Kee, Soo Teck, Sumang and Nibong. The Cross Island Line’s Punggol extension, due by 2032, will stop at Riviera and Punggol on its way to Pasir Ris.
